The European Commission has launched a public consultation on its proposal to amend the EU Climate Law by introducing a 2040 climate target, setting a 90% greenhouse gas (GHG) emissions reduction goal. EFIEES has submitted its feedback.

We welcome the proposal for a 2040 climate target, as an intermediate milestone between the 2030 and 2050 objectives will be crucial to keeping the EU on track to meet its climate ambitions. Achieving the objectives already agreed, and fully implementing the Fit for 55 package, must remain the priority. A thorough assessment of progress towards the 2030 targets should accompany the 2040 target and precede any sectoral sub-targets.

As well as this, The Energy Efficiency First principle must continue to guide the 2040 target. Energy efficiency measures, alongside the deployment of renewables, offer one of the most direct and cost-effective pathways to decarbonisation. Moreover, supporting this target will require tackling persistent challenges such as the skills gap, energy poverty and the need to foster behavioural change, notably through energy management solutions and energy coaching.
