EFIEES’ purpose is to promote the activities of Energy Efficiency Services Companies (EESCs) in the European Union

Primary energy factor – EFIEES signs a joint letter to the Council of the EU

On the 17th May, EFIEES, together with COGEN Europe and Eurogas, sent a letter to the Council of the EU.

Our three organisations welcome the Clean Energy Package and agree that the Primary Energy Factor (PEF) value set at 2.5 must be revised to better take into account the changes in the energy system as well as the energy sources it is based on.

However, we think that the European Commission’s proposal to bring the PEF value down to 2.0 is not adequate, as it does not reflect the current electricity mix but the one that is foreseen for 2020. Moreover, it would have perverse effects, such as:

  • An artificial increase of the efficiency of electrical solutions
  • A lack of incentive to improve energy efficiency in buildings
