In its answer to a public consultation run by the European Commission in March 2025, EFIEES welcomed the proposal for a Clean Industrial Deal State Aid Framework (CISAF). By including energy efficiency and greenhouse gas emission reduction among eligible measures, the draft CISAF would rightly support EU competitiveness and climate objectives.
We reminded that ESCOs play a vital role by delivering guaranteed energy and CO₂ performance over time. Their services help industries remain resilient to energy price volatility while supporting modernisation. Therefore, supporting partnerships between ESCOs and European industries is essential to ensure a clean and competitive European industry.
EFIEES called for further improvements to the broader State aid rules to better reflect the value of energy efficiency. In particular, ESCOs, regardless of their size, should be allowed to receive aid on behalf of beneficiaries.
